Tax Guide for Professionals: Who are Required to Pay Professional Tax Receipt?

According to the Tax Guide for Professionals authored by the Bureau of Internal Revenue, defined Professional, classified as self-employed, refers to individual or a group, practicing his or their profession or calling, with or without license under a regulatory board or body.

For individuals, one of the registration and documentary requirements is the payment of Professional Tax Receipt (PTR) from the local government, if applicable. If the professional is registered in Makati, Professional Tax Receipt (PTR) is payable annually on or before January 31. Persons engaged  in the practice of profession requiring government examination is levied an annual professional tax of P300, except those exclusively employed in the government. It also includes BIR requirements in the payment of Annual Registration Fee (RF) of P500 and other related taxes.

Aside from that, Professionals are required to maintain books of accounts using any acceptable method of accounting (accrual or cash basis) in a consistent manner. Their books of accounts are to be audited and examined by an independent Certified Public Accountant (CPA) in order to give an independent opinion regarding its financial condition as required by the Bureau with certain conditions and requirements.

  1. (1) Aside from PTR, does a professional have to pay local business tax to the city/municipality? For example, a professional dentist opens a dental clinic business.
    (2) Opening such dental business requires mayor's/business permit? Or are professionals exempted?

    1. If you will put up a business related to dental clinic, you need to comply with the requirements of business registration: 1. Brgy. clearance 2. Department of Trade and Industry (DTI) for Single Proprietorship 3. BIR 4. City or Munipality. Thanks

I have been registered to BIR for 2 years now since 2014, but I never thought of paying for PTR as I am working as online tutor under an independent contractor agreement (contract) with the company. I registered myself under the category of BIR 'self-employed professional'. The BIR just asked for my contract and never asked me to get PTR though. I am not engaging in business because I just work at home doing it online. I issue receipts every time I get my salary from the company. THe reason I registered was because of this contract and the company just issues me 2307 quarterly which I use for 1701q and 1701. I pay for percentage tax monthly too. My question is: Do I really need to Pay for that PTR? I guess, if so, the cityhall might also look for DTI, mayor`s permit etc as they think I am running a small tutorial business. Hope you give me a response. Thank you.

  5. hi what if i am an optometrist and a sole proprietor? as i understood, the mayor's permit is 'only if applicable', do i really need a mayor's permit or not? i think our prc i.d. is like our permit to engage in business without mayor's permit.

    1. In general, engage in profession or calling is different from engage in business. If you will apply to BIR for purpose of your profession as optometrist, you only need Professional Tax Receipt (PTR) and PRC License as a requirement for registration. If you want to apply as a single proprietor, you need DTI, & Business Permit and Other documentary requirements. Eventually, your re now considered as a mix income earner (profession and business).

  6. PTR Fee is Php.300.00 per year. In your case sir, your PTR fee from 2012 to 2015 will incur interest and charges if you will pay your PTR 2016. Please get your PTR to the authorized person in Manila City Hall.

    1. PTR is applicable to self-employed and employed. I advise you to get PTR to avoid penalties in the future just in case magkaroon po kayo ng professional engagement into business (for registration and other purposes) in the future.

    1. Hi Sir, if you're doing business transactions with clients, I think you have to register with BIR as Professional PRC License. PTR is one of the requirements.

  31. Hi! I need your advice po.. Ganito kasi yon, before nag work ako sa isang company sa Libis. So sila ang nag paprocess ng mga taxes ko. Local Employee status ko non. Tapos lumipat ako ng NCO, as a Nurse. Pero HINDE ko pina change status ko sa BIR as professional, so local employee pa rin sya. Kinakaltasan kami ng 10% sa salary namin para sa tax. Ngayon, natapos contract ko sa NCO last year, December 31, 2015. Ibinigay sa amin ng NCO yong form na 2307. Ang sabi dalhin lang daw sa respective RDO namin. Pumunta ako doon kaso pinapapag file ako as a professional tapos may babayaran daw yon mga 10k plus. Inadvise ako ng officer of the day na wag ko na daw efile tutal nareceive na din naman nila yong ibinawas na tax daw sa akin ng NCO. So ganun nga ginawa ko, hinde ko epinile yong 2307 ko. Ngayon, nagwowork ako sa isang company as local employee. Nagfile sa BIR yong company ko ngayon ng 2305.

    Ang tanong ko okey lang ba hinde ko efile yong 2307 na yon from nco? since ndi ko naman pinachange status ng employment ko, Employee pa din sya.

    Pag ba hinde ko efile yon hahabolin ba ako ng BIR?

    Ano ang mga possible mangyari pag hinde ko efile yon?

    Kung sakali, ano maaari kung gawin para maifile ko yon nang HINDE pinapachange status ko as a employee to professional or adding professional? Employee lang, since ndi ko din naman gagamitin profession ko as of now.

  32. Good day po! I am an Accountant in a Private Company. PTR is not a requirement. Now, I am applying for a BOA Accreditation for Commerce & Industry. One of the requirements is PTR. I recalled that I have just paid for once when I passed the CPA Board Exam last 2003 but I misplaced the OR. Does it mean I need to pay PTR from 2003 - 2016? Please advise.

Dec. 2015 ko kasi nakuha yung license ko tapos kanina nagtry ako kumuha ng PTR kaso almost P900 yung sinisingil sakin. Sa pagkakaalam ko kasi P300 lang talaga yung basic na dapat bayaran. Ganun ba talaga kalaki yung penalty nun? Thank you!

  63. Hi Sir, may I ask does a simple bookkeeper can request for a PTR? As a requirement by the BIR for Official Receipt Issuance. I don't have any license yet, though starting this January 2017, I will be having a monthly retainer, therefore I need to issue a receipt already.   65. That is not a bogus sir. Under the law if you do not pay on time your PTR you will have a surcharge of 25% and interest of 2% per month. That is based on experience because it happened to me. The treasury department of our province wrote a letter to me demanding to pay the years i failed to pay based on their record.

  66. good day! May I ask where to find this law as I may need some reference when paying my PTR. It's better to arm myself with some knowledge so I won't be overcharge. I have passed my boards since Feb 2003, and have worked in government from Jann 2004 to Dec 2006. I haven't really practice my profession full time since 2007-2010. Then went abraod from 2010-2016. I have never really filed for PTR before. Planning to apply now but I'm sure there will be penalties but at least better to know how they're going to charge me for penalties. Thanks.

  71. Hello. I have the same case last year (2014-2016). In my case, the officer computed me for my penalty for the year 2014, 2015 plus annual registration fee of 2016 which is 300. You must ask the table for validation of the computation for late penalty. There is a table mandated by each city. Just be courteous when you ask. And as far as I know, the maximum penalty is (5 years) only. (Please verify pa din with your municipality tax table penalty)

    1. Hi Ma'am, if you will get PTR to city or municipalty it will base on issuance of PRC License or latest PTR. PTR Fee is 500 pesos per year. Requirement is PRC ID.     Is it true that the PTR requirement per city varies? especially if you are a profession that is not licensed like doctors, nurses, lawyers and the likes.

    Also by any chance do you know what are the requirements in getting a PTR if you are not a licensed professional? Because I work at home as a freelancer and im working on my COR as of the moment but im not sure if I also need a PTR. Im thinking that since im not a licensed professional i shouldnt be required but I read somewhere online that it usually depends per city whether a professional whose not license would be required to get PTR or not.

    I just find it not so "user friendly" LOL

  85. Hello Sir. CPA po ako. Last October lang po. Nung January lang po ako na employ. Nung kumuha po ako ng TIN ko po sa BIR, 1901 po yung nakuha ko na form. Kaya po nag bayad po ako ng PTR. pag balik ko po sa BIR sinabi po sakin na dapat 1902 kinuha ko dahil sa private firm naman po ako at di na kelangan ng PTR. Kelangan ko po ba iinform yung munisipyo namin na nagkamali po ako? diba po may penalty po yan kapag di po ako nagbayad next years?

Hello po CPA po ako. last october lang at january na po ako na employ. 1901 po yung nakuha ko na bIR form kaya nagbayad po ako ng PTR which is mali kasi dapat 1902 lang kasi di naman ako in public practice at di needed yung PTR.     1. Hi Ma'am Mayrelle, kapag kumuha ng PTR is based on date of PRC issuance. If nakakuha na po kayo, need po magbayad to avoid penalties unless you will be employed to government.

    Licensed Civil Engineer po ako and worked as an employee sa isang Construction company sa Pilipinas and eventually naging OFW at hindi ko po nagamit ang License ko for signing any plans or design for a fee.

    Balak ko po gamitin to sign some docs so nagpaplan po ako kumuha ng PTR pero may mga nagsasabi sa akin na magbabayad ako ng malaki sa penalties dahil di ako annually nagbabayad para sa PTR ever since pumasa ako ng board. Liable po ba ako sa penalties kahit di ko nagamit ang license ko for personal practice?

    Panu po ang process sa ganitong situation na first time kukuha ng PTR after many years after passing board?

  88. Hello!. Sir, I am a licensed Agriculturist since 2010 and i dont know about paying PTR. I ve been a contract employee in the government since 2011 up to present. Based on the assigned scope of work stated in the contract of services ptr is not required. My question is, i still need to pay the PTR from 2011 up to now? the compensation i received is it considered a professional fee? agriculturist profession is not professional fee earner not just like doctor, engineer, accountant and other specialized course of professional. sir kindly enlighten me. thank you

Now, I am planning to go back to my nursing career in St. Luke's where they required me to get a PTR. Will the city hall still asked me to pay for the previous years as interest even though I have never been become a nurse as my job role?   120. Hi, I just got my PTR; however, they are charging me the penalty over the years I had my license. I am currently employed that is why I did not get any PTR before. Ihey are charging me almost Php5k at first then I eventually paid Php1800 (provided they did not charge me the long years) but when I saw the receipt now, I saw that the amount indicated is only Ph400+ :-(

  123. The tax guide in paying PTR as stated is required for those professional classified as self employed, right? In case, that an individual is employed by a private company, and not practicing outside of regular employment as an Engineer, please validate my understanding that he/she is not required to pay PTR.
    And, in case employed in a private company but on one particular year, he/she got paid in practicing outside of his/her regular job, he/she is only responsible to pay for such particular year with income, right?
    and, in case he/she is employed in a private company but need to sign plans for his company. Does he/she needs to secure PTR?
