According to the Tax Guide for Professionals authored by the Bureau of Internal Revenue, defined Professional, classified as self-employed, refers to individual or a group, practicing his or their profession or calling, with or without license under a regulatory board or body.
For individuals, one of the registration and documentary requirements is the payment of Professional Tax Receipt (PTR) from the local government, if applicable. If the professional is registered in Makati, Professional Tax Receipt (PTR) is payable annually on or before January 31. Persons engaged in the practice of profession requiring government examination is levied an annual professional tax of P300, except those exclusively employed in the government. Please refer http://www.makati.gov.ph/portal/uploads/staticmenu/docs/taxes_and_fees.pdf of the full text of paying miscellaneous taxes, fees and charges.
It also includes BIR requirements in the payment of Annual Registration Fee (RF) of P500 and other related taxes.
Aside from that, Professionals are required to maintain books of accounts using any acceptable method of accounting (accrual or cash basis) in a consistent manner. Their books of accounts are to be audited and examined by an independent Certified Public Accountant (CPA) in order to give an independent opinion regarding its financial condition as required by the Bureau with certain conditions and requirements.

(1) Aside from PTR, does a professional have to pay local business tax to the city/municipality? For example, a professional dentist opens a dental clinic business.
ReplyDelete(2) Opening such dental business requires mayor's/business permit? Or are professionals exempted?
Thank you in advance!
If you will put up a business related to dental clinic, you need to comply with the requirements of business registration: 1. Brgy. clearance 2. Department of Trade and Industry (DTI) for Single Proprietorship 3. BIR 4. City or Munipality. Thanks
DeleteIf I have my own business and another company is asking me to sign their documents/design as required by law. Do I need to produce a PTR? Can I use my business receipt instead of PTR?
DeleteWhat are the requirements for getting an PTR number? Im going to sign some plans but the client requires me to have a PTR number, im an engr ECE,
ReplyDeleteHi Sir Justin, one of the requirements in securing PTR is PRC License and pay required amount.
DeleteAnytime po ba pwede magbayad?
DeleteAnytime po ba pwede magbayad?

DeleteGood afternoon, sir. It`s nice seeing your blog and I got some valuable infos as regards to BIR registration. I have been registered to BIR for 2 years now since 2014, but I never thought of paying for PTR as I am working as online tutor under an independent contractor agreement (contract) with the company. I registered myself under the category of BIR 'self-employed professional'. The BIR just asked for my contract and never asked me to get PTR though. I am not engaging in business because I just work at home doing it online. I issue receipts every time I get my salary from the company. THe reason I registered was because of this contract and the company just issues me 2307 quarterly which I use for 1701q and 1701. I pay for percentage tax monthly too. My question is: Do I really need to Pay for that PTR? I guess, if so, the cityhall might also look for DTI, mayor`s permit etc as they think I am running a small tutorial business. Hope you give me a response. Thank you.
DeleteHi Sir Josel, thank you for reading my blog. Those only with PRC License who are required to secure PTR unless exempt by law. Perhaps you're registered with BIR as Professional - Non-PRC License. Thank you.
DeleteHi Sir! Does Life insurance Agents need to secure PTR also?
DeleteYes if you'll practice your profession. unless you're exempted to secure PTR.
DeleteWhere do you get PTR? Is it in your local municipality or in your registered BIR RDO?
ReplyDeleteHi Ms. Gladys, get PTR in your local municipality or city.
Deletecan i pay for PTR at any municipality? or only in my local municipality?
ReplyDeleteIn any City or Municipality within the jurisdiction your profession.
Deletehi what if i am an optometrist and a sole proprietor? as i understood, the mayor's permit is 'only if applicable', do i really need a mayor's permit or not? i think our prc i.d. is like our permit to engage in business without mayor's permit.
ReplyDeleteIn general, engage in profession or calling is different from engage in business. If you will apply to BIR for purpose of your profession as optometrist, you only need Professional Tax Receipt (PTR) and PRC License as a requirement for registration. If you want to apply as a single proprietor, you need DTI, & Business Permit and Other documentary requirements. Eventually, your re now considered as a mix income earner (profession and business).

ReplyDeletePTR is applicable to self-employed and employed. I advise you to get PTR to avoid penalties in the future just in case magkaroon po kayo ng professional engagement into business (for registration and other purposes) in the future.
DeleteGood eve po, same case as mine. Naghahanap pa lang po ako ng work ngayon, so san ko po babayaran yung PTR fee? local municipality or city of what? Thank you po.

Do i have to register to BIR or simply sign the reports and reflect my PTR number? Or simply my PTR from the local government will do? please advice sir. thanks so much
ReplyDeleteYou have to register with BIR as Professional - PRC License.
DeleteSir, I have already PTR from local government. I am currently employed with a certain company. I have a client who wants me to sign some appraisal report for consolidation...do i need to register to BIR or simply my PTR No. from local goverment will do...thanks for the advice.
ReplyDeleteHi Sir, if you're doing business transactions with clients, I think you have to register with BIR as Professional PRC License. PTR is one of the requirements.
DeleteSir, I have my first job and I will start this feb but PTR is not in my requirements, is it advisable for me to get one? thanks for the response
ReplyDeleteYes Ma'am, to avoid penalties.

ReplyDeleteGood morning po. May I ask. Since I cant seem to find po my receipt from 2015 and I have to renew this 2016. Is my PRC ID enough for renewal or kailangan po talaga yung previous PTR? Or are there any additional fees kapag wala ang previous PTR? THANKS
ReplyDeleteThank you for this. How about CPAs employed by audit firms (e.g. SGV) working as staff and not as a Parter. Do they need to get PTRs also? Thank you in advance.
ReplyDeleteHi sir,

ReplyDeletethanks
I applying for ptr this year..license i.d ko 2011 pa
Hi! I need your advice po.. Ganito kasi yon, before nag work ako sa isang company sa Libis. Tapos lumipat ako ng NCO, as a Nurse. Ngayon, natapos contract ko sa NCO last year, December 31, 2015. Pumunta ako doon kaso pinapapag file ako as a professional tapos may babayaran daw yon mga 10k plus. Inadvise ako ng officer of the day na wag ko na daw efile tutal nareceive na din naman nila yong ibinawas na tax daw sa akin ng NCO. So ganun nga ginawa ko, hinde ko epinile yong 2307 ko. Ngayon, nagwowork ako sa isang company as local employee.
You have to file BIR Form 1701. I can assist you for the computation of the ITR. You can contact me CP 09266765649 / Email: ramwil07@yahoo.com Thank you.
DeleteGood day po! I am an Accountant in a Private Company. PTR is not a requirement. Now, I am applying for a BOA Accreditation for Commerce & Industry. One of the requirements is PTR. I recalled that I have just paid for once when I passed the CPA Board Exam last 2003 but I misplaced the OR. Does it mean I need to pay PTR from 2003 - 2016? Please advise.
ReplyDeleteHi po! I suggest you po to secure from the City or Municipality where you've paid your previous PTR and tell them that you misplaced the OR. If it is in their system, hope that they will conser and you will only pay from 2004 up to present or otherwise. Thank you po.
ReplyDeleteHi! Is it possible to get PTR anytime of the year?
ReplyDeleteHi Sir, I am CPA employed in the government just this year. Also, meron documents na dapat kong pirmahan like Financial Statement dapat pa din ba ako kumuha ng PTR for that purpose?
ReplyDeleteGood day, Hi i'm applying for a PTR this year. i'm license since 2013 and haven't practiced my profession since i got my license and didn't apply for a PTR until now. do i need to pay the remaining year from 2013-2015?
ReplyDeletewhat if i was under a government hospital as a resident/fellow trainee for the past 5 years & unsalaried for the past 2 years, will i still have to pay for those years?
Ganun ba talaga kalaki yung penalty nun? Thank you!

ReplyDeleteProfessional Tax (PTR) - payable on or before January 31. A person beginning to practice a profession after the month of January must pay the full tax before engaging therein. Persons engaged in the practice of profession requiring government examination is levied an annual professional tax of P300, except those exclusively employed in government.
DeleteWilmar what if 1 year akong nag work sa gov't then nag resign do i have to pay the whole 1 year na nag work ako. if lilipat ako sa pvt company?
DeleteCity halls should really post standardized rates of penalties. No one seems to know how they compute the other charges besides the 300 pesos per year.

ReplyDeleteYou can ask them the computation, Ma'am.

ReplyDeleteHello sir! This is my first time to apply as self employed sa BIR. One of the requirements they were asking from me was the PTR. I don't really have a license, like PRC or anything like that. It is still required from me? Is it still possible for me to get a PTR? I'm planning to work full time as a homebased ESL teacher po sana. So anu po maadvise ninyo regarding that? Thank you po!
ReplyDeleteWhy is it that the city treasurer still collects Professional Tax from government employees? Under the law, they are exempted(Local Government Code Sec 139. If it is a valid practice, what is the legal basis of this act? Thanks.
ReplyDeleteI have a question po.
Allowed ba akong kumuha?
Hi Sir, Kindly ask the authorized person at City or Municipality Government of your jurisdiction. Thank you.

ReplyDeleteHi Ma'am, if your present employer requires you to get your PTR, then you have to update your PTR. Yes, you have to pay your PTR at the time of the issuance of your PRC license. you may also refer the previous of this blog. Thank you
DeleteHello, I'm a licensed freelance Architect, having ptr doesmean not requiring to pay ITR?
ReplyDeleteThanks
Hi Sir, may I ask does a simple bookkeeper can request for a PTR? As a requirement by the BIR for Official Receipt Issuance. I don't have any license yet, though starting this January 2017, I will be having a monthly retainer, therefore I need to issue a receipt already. Based on what I have read here, requirement of PTR is a PRC license ID. So, Im not qualified? Kindly help me. I am not employed for any single company. Thanks and more power. God bless too.
ReplyDeleteHi Sir, inquire din po kayo sa BIR of your jurisdiction for the complete requirements as bookkeeper. Thank you po.
DeleteHi Sir, please advise me if Im qualified for PTR, no license yet. But will praticing my profession as an accountant start this January 2017. My client requires me for an official receipt for the service I rendered. Im not an employee. Kindly help me please. Thanks and more power.
ReplyDeleteHi Sir, inquire din po kayo sa BIR of your jurisdiction for the complete requirements. Thank you sir.
DeleteThat is not a bogus sir. Under the law if you do not pay on time your PTR you will have a surcharge of 25% and interest of 2% per month. That is based on experience because it happened to me. The treasury department of our province wrote a letter to me demanding to pay the years i failed to pay based on their record.
ReplyDeletegood day! May I ask where to find this law as I may need some reference when paying my PTR. It's better to arm myself with some knowledge so I won't be overcharge. I have passed my boards since Feb 2003, and have worked in government from Jann 2004 to Dec 2006. I haven't really practice my profession full time since 2007-2010. Then went abraod from 2010-2016. I have never really filed for PTR before. Planning to apply now but I'm sure there will be penalties but at least better to know how they're going to charge me for penalties. Thanks.
ReplyDeleteI think secure PTR for RME and REE. Thank you.
ReplyDeleteGet PTR for RME and REE.
DeleteSir kapag dalawa license panu pag babayad ng PTR nun? dalawa o isa lang? RME 2015 at REE 2016
ReplyDeleteHello. I have the same case last year (2014-2016). In my case, the officer computed me for my penalty for the year 2014, 2015 plus annual registration fee of 2016 which is 300. You must ask the table for validation of the computation for late penalty. There is a table mandated by each city. Just be courteous when you ask. And as far as I know, the maximum penalty is (5 years) only. (Please verify pa din with your municipality tax table penalty)
ReplyDeleteHi Sir. Ask ko lang if I pag PTR in Nov. 25 does it only apply to year 2015? Will I need to pay for 2016?
ReplyDeleteThanks.
Sir ask ko po sana if my brother is working abroad and he will authorize me to get a PTR for him kasi need nya and never pa po sya nakakuha ng PTR simula ng nakapasa sya sa board noong 2002.
Ipadala nya po PRC License and Authorization Letter. Kindly ask na rin po the authorized person sa Municipal or City of your jurisdiction. Thank you.
DeleteSir pwede po b ko magbayd ngayung month (March) ng PTR first time plang po. Engr po ako
ReplyDeleteHi Engr. Puwede po sir. Thank you.
DeleteI lost my ptr 2017. How can i get a copy. I knew the ptr number.
Tska san po ako magaaply, i'm not from a city, sa municipal hall po ba or provincial capitol? Salamat po
ReplyDeleteI lost my ptr 2017. How can i get a copy?
ReplyDeleteHi Sir Ronald, I hope that you have a photocopy of your PTR. But I suggest you to kindly ask the City of Municipality of your jurisdiction of your remedy with regards to this matter. Thank you.
DeleteIf my PTR is from CAVITE and I need to sign Electrical permit for project in Makati. Is this allowed?
ReplyDeleteYes Sir Jun.
DeleteHi,
ReplyDeleteRegistered ako bilang licensed insurance agent last November 2016, at nais nilang kumuha ako ng PTR. Maraming salamat! :)
Hi Ma'am, if you will get PTR to city or municipalty it will base on issuance of PRC License or latest PTR. PTR Fee is 500 pesos per year. Requirement is PRC ID. If you will register to BIR as Professional - PRC License, one of the requirements are PTR and PRC ID. Thank you. Kindly back read the blog, too.
Deletewhat will i do if i misplaced my professional tax receipt? can i have it reprinted? thank you
ReplyDeleteKindly ask to city or municipality where you secured your PTR with regards to that matter. Thank you.
DeleteIm from taguig, can i pay my PTR at sm sura taguig city satellite office? Thank you.
ReplyDeleteDear Sir/Madam: You can pay your PTR at the Satellite Office as long as they will issue Professional Tax Receipt.Thank you.
DeleteGood day sir! I am a first time applicant at required ng company ang PTR. I am a registered pharmacist but not licensed since hindi ko pa makukuha ang license ko dahil hindi pa ako 21 yrs old.
ReplyDeleteHi Ma'am Kimberlyn, I suggest po to ask the authorized person issuing PTR of the City or Municipality of your Jurisdiction. Thank you.
ReplyDeleteGood Day! My name is John. I came across with this blog and its an interesting article about PTR. Thank you for sharing.
ReplyDeleteIs it true that the PTR requirement per city varies? especially if you are a profession that is not licensed like doctors, nurses, lawyers and the likes.
Also by any chance do you know what are the requirements in getting a PTR if you are not a licensed professional? Because I work at home as a freelancer and im working on my COR as of the moment but im not sure if I also need a PTR. Im thinking that since im not a licensed professional i shouldnt be required but I read somewhere online that it usually depends per city whether a professional whose not license would be required to get PTR or not.
I just find it not so "user friendly" LOL
Register with BIR as a Non-PRC License Profession. They will verify your Occupational Classification Code.
DeleteIt varies. I believe you should ask for an Occupational Tax Receipt (OTR) para makapag freelance ka ng "legit". Kaso dito samin, they're forcing me to register for business as well kahit na I was explaining na I'm not opening up a business. Ang labo.
DeleteGood day! I am a physician working under the LGU as a Medical Officer. Am I required to pay for a PTR or is it strictly for self-employed physicians? Thanks!
ReplyDeleteHello Sir.
ReplyDeleteHi Ma'am Mayrelle, kapag kumuha ng PTR is based on date of PRC issuance. If nakakuha na po kayo, need po magbayad to avoid penalties unless you will be employed to government.
DeleteGood Day po,
ReplyDeleteLicensed Civil Engineer po ako and worked as an employee sa isang Construction company sa Pilipinas and eventually naging OFW at hindi ko po nagamit ang License ko for signing any plans or design for a fee.
Panu po ang process sa ganitong situation na first time kukuha ng PTR after many years after passing board?

And if I am currently residing in Pasig and St. Luke's is in Quezon City, which city hall should I go to get a PTR?

ReplyDeleteI am a licensed Civil Engineer in the Philippines since August 1990. But I worked abroad since 1993 to present. This January 2020 I need to have a PTR. How much will I pay because I never have my PTR since I got my professional license and I always work outside the Philippines. Thanks.
ReplyDeleteHi Caloy330, I suggest to please inquire to the Authorized Person of the Department for the issuance of PTR of your Municipality or City Hall. Thanks.
DeleteThe tax guide in paying PTR as stated is required for those professional classified as self employed, right? In case, that an individual is employed by a private company, and not practicing outside of regular employment as an Engineer, please validate my understanding that he/she is not required to pay PTR.
ReplyDeleteAnd, in case employed in a private company but on one particular year, he/she got paid in practicing outside of his/her regular job, he/she is only responsible to pay for such particular year with income, right?
and, in case he/she is employed in a private company but need to sign plans for his company. Does he/she needs to secure PTR?
in case of a lost ptr receipt, how do you renew it?
ReplyDeleteIf you'll renew with the same City or Municipality of Jurisdiction, you can inquire the requirements with the authorized person(s) who are in-charge of issuing PTR. Thanks.
Deletehi! how much was your computed penalty for 2014 to 2015?
